自2025年4月10日12时01分起，对原产于美国的进口商品加征关税。有关事项如下：

一、对原产于美国的所有进口商品，在现行适用关税税率基础上加征34%关税。

二、现行保税、减免税政策不变，此次加征的关税不予减免。

三、2025年4月10日12时01分之前，货物已从启运地启运，并于2025年4月10日12时01分至2025年5月13日24时进口的，不加征本公告规定加征的关税。

所以美国发布了上面的公告AMENDMENT TO RECIPROCAL TARIFFS AND UPDATED DUTIES AS APPLIED TO LOW-VALUE IMPORTS FROM THE PEOPLE’S REPUBLIC OF CHINA
关于对来自中华人民共和国的低价值进口商品适用的互惠关税和更新关税的修正主要内容是这两点：

Sec.
2.  Tariff Increase.  In recognition of the fact that the PRC has
announced that it will retaliate against the United States in response
to Executive Order 14257, the HTSUS shall be modified as follows.
 Effective with respect to goods entered for consumption, or withdrawn
from warehouse for consumption, on or after 12:01 a.m. eastern daylight
time on April 9, 2025:  

第 2 节. 关税增加。鉴于CN已宣布将对美国进行报复以响应第 14257 号行政命令，HTSUS 应作如下修改。自 2025 年 4 月 9 日东部夏令时间凌晨 12:01 起，对进入消费或从仓库提取用于消费的商品生效：

(a)
 heading 9903.01.63 of the HTSUS shall be amended by deleting “34%”
each place that it appears and by inserting “84%” in lieu thereof; and

(b)
 subdivision (v)(xiii)(10) of U.S. note 2 to subchapter III of chapter
99 of the HTSUS shall be amended by deleting “34%”, and inserting “84%”
in lieu thereof.

Sec.
3.  De Minimis Tariff Increase.  To ensure that the imposition of
tariffs pursuant to section 2 of this order is not circumvented and that
the purpose of Executive Order 14257 and this action is not undermined,
I also deem it necessary and appropriate to:

daylight time on June 1, 2025, from 25 dollars to 75 dollars; and

 increase the per postal item containing goods duty in section 2(c)(ii)
of Executive Order 14256 that is in effect on or after 12:01 a.m.
eastern daylight time on June 1, 2025, from 50 dollars to 150 dollars.

Don't Make the Mistake of Thinking That What's Now Happening is Mostly About Tariffs,不要误以为现在发生的事情主要是关于关税。

this moment, a huge amount of attention is being justifiably paid to
the announced tariffs and their very big impacts on markets and
economies while very little attention is being paid to the circumstances
that caused them and the biggest disruptions that are likely still
