General Notes – The General Notes are U.S. provisions for applying the
HTS. They include an explanation of the rates of duty, the countries to
which they pertain, and the rules that must be met to obtain particular
tariff treatment.

General Rules of Interpretation (GRIs) – The GRIs are the six
international rules designed to help you understand and properly apply

explanation of goods included or excluded from a section.
