2026 年 7 月 8 日前，进口商、货代和报关行先把这几条责任链拆清楚
做美国线的货代，接下来会越来越常听到一个词：CPSC eFiling。
它不是一个“多填几栏”的小变化。真正麻烦的地方，是客户、IOR、broker、测试报告、SKU、Product Registry 和 ACE 之间，必须能对得上。
我的判断很直接：货代不一定替客户做 CPSC 合规，但不能听不懂客户和 broker 在问什么。
下面这份，是根据 CPSC 官方 eFiling FAQ 整理的中英对照版。英文给客户和海外团队看，中文是货代/报关行视角的操作判断。
图示：eFiling 的关键不是“有证书”，而是证书数据能在进口申报时被准确引用。
先记 4 个日期和判断：
一般进口和美国本土生产的证书内容更新：2026 年 7 月 8 日适用。
FTZ 货物后续进入 consumption / warehousing：2027 年 1 月 8 日适用。
Section 321 小额货：没有 eFiling 豁免。
自愿阶段填错：CPSC 表示不会因此影响 risk score 或造成 shipment delay。
Q1. Where can a new participant learn about eFiling and Product Registry?
EN: Start with CPSC's eFiling webpage, Document Library, Quick Start Guide and Product Registry training videos.
中文：刚开始不要先问 broker “怎么填”。先让进口商把 CPSC eFiling 页面、Document Library、Quick Start Guide 和 Product Registry 培训资料看一遍。货代可以提醒客户：这是产品合规资料，不是单纯清关资料。
Q2. Will voluntary-stage mistakes affect risk score or cause delays?
EN: No. During the voluntary stage, participation and mistakes in voluntary filings will not affect importers' risk scores or cause delays.
中文：自愿阶段是学习和测试期。CPSC 说不会因为自愿填报错误就提高风险分或造成延误。但这不等于正式实施后可以随便填。
Q3. When will full implementation occur?
EN: Most covered imported consumer products are subject to the rule on July 8, 2026. FTZ withdrawals for consumption or warehousing are subject on January 8, 2027.
中文：一般进口看 2026 年 7 月 8 日，FTZ 后续进消费或仓储看 2027 年 1 月 8 日。今天是 2026 年 6 月 16 日，离一般进口节点已经很近了。
Q4. Has CPSC decided how eFiling applies to Foreign Trade Zones?
EN: Certificate data is submitted when entry is filed in ACE for merchandise withdrawn from an FTZ for consumption or warehousing.
中文：FTZ 不是永远避开 eFiling。货从 FTZ 提出来做 consumption / warehousing entry 时，仍要在 ACE 里提交证书数据，只是适用日期给到 2027 年 1 月 8 日。
Q5. Do eFiling requirements apply to Section 321 / de minimis shipments?
EN: Yes, if the product requires certification. There is no Section 321 exemption for eFiling.
中文：小额包裹不是挡箭牌。只要产品本身需要 CPSC 证书，就没有 Section 321 eFiling 豁免。做小包、空派、快递清关的客户尤其要提前问产品类别。
Q6. What are the options for transmitting Message Sets into CBP ACE?
EN: There are two methods: Full PGA Message Set and Reference PGA Message Set.
中文：Full PGA 是进口商把 7 个证书数据元素给 broker，由 broker 在 CPSC PGA Message Set 里申报。Reference PGA 是进口商先把证书数据放进 CPSC Product Registry，再把 3 个 Certificate Identifiers 给 broker 引用。
Q7. What are the seven data elements in a Full PGA Message Set?
EN: Product ID, Citation Codes, Manufacture Date, Manufacture Place, Product Test Date, Testing Laboratory, and Point of Contact.
中文：这 7 项最容易卡在客户资料不完整：产品 ID、法规引用代码、生产日期、生产地点、测试日期、测试实验室、联系人。货代可以不判断产品合规，但要知道 broker 为什么反复追这些字段。
Q8. Is Product Registry required if the importer only files Full PGA Message Sets?
EN: No. Product Registry is not required for Full PGA filings.
中文：只做 Full PGA，不强制用 Product Registry。但如果客户 SKU 多、重复进口多，长期手工给 7 项数据会很痛苦。
Q9. What is the benefit of Product Registry and Reference PGA?
EN: It helps importers reuse certificate data for repeated imports of regulated products covered by the same certificates.
中文：Reference PGA 的价值是复用。前提是证书详情一致。型号、SKU、测试依据、实验室、生产信息变了，就不能为了省事硬套旧证书。
Q10. Does Product Registry automatically communicate with ACE?
EN: No. Product Registry is a stand-alone repository. Importers must give the three Certificate Identifiers to the broker.
中文：这是最容易误解的一条。Registry 里有数据，不等于 ACE 自动看得到。进口商仍要把 Certifier ID、Product ID、Version ID 发给 broker，Reference PGA 才能引用到正确证书。
Q11. Can a Reference PGA Message Set be attached to a CBP manifest?
EN: No. A CPSC Reference PGA Message Set requires an entry and cannot be attached to a manifest.
中文：Reference PGA 不是贴在 manifest 上的附件，它跟 entry 走。做空运、快递、小包的团队不要把 manifest 文件和 entry 申报混为一谈。
03产品 ID 和证书数据：不能乱填
Q12. What Product ID types are acceptable?
EN: Seven types are accepted: GTIN, SKU, UPC, Model Number, Serial Number, Registered Number, or Alternate ID.
中文：Product ID 必须真能对应到产品。不要把 PO、客户名、仓库备注塞进 Product ID 字段。Alternate ID 可以灵活，但仍然应该识别单个产品。
Q13. How does CPSC use Product ID?
EN: Product ID is one of three Certificate Identifiers used to reference a specific certificate in Product Registry.
中文：Product ID 不是内部备注，是 Reference PGA 找证书的钥匙之一。CPSC 还建议至少提供一个能在包装、装箱单或发票上看到的产品标识，方便现场人员识别。
Q14. What is the difference between Primary Product ID and additional product identifiers?
EN: Primary Product ID is the Product ID Certificate Identifier and works with Version ID to update existing certificate entries. Additional IDs can support tracking.
中文：Primary Product ID 是主键，配合 Version ID 更新证书。额外 Product ID 是辅助追踪。不要让客户今天用 SKU、明天用型号、后天用 UPC，最后 broker 找不到同一张证书。
Q15. Must importers provide all component part test reports?
EN: If component-part testing supports the finished-product certificate, that testing information must be recorded on the certificate.
中文：只说“工厂有测试报告”不够。如果最终成品证书依赖零部件测试，证书上要能体现相关测试依据。2026 年 7 月 8 日起，修订后的 part 1110 还要求识别所依赖的 testing exclusions。
Q16. What if a testing exclusion applies?
EN: If certification is required and a testing exclusion applies, a testing exclusion code must be provided with the certificate.
中文：有测试豁免，不等于不用说明。需要证书的产品，如果用了 testing exclusion，要把对应 exclusion code 放进证书数据。
04哪些货要报，哪些可以 Disclaim
Q17. Will CBP deny entry solely because eFiling data is missing?
EN: CPSC says it does not initially intend to request denial solely for missing eFiling data and expects warnings rather than ACE rejects at first, but it will keep enforcing certificate requirements.
中文：不要把“初期 warning”理解成“没事”。CPSC 仍会执行证书要求，也可要求 CBP 扣押不合规产品。合规产品的数据反而可能帮助降低 hold 和查验。
Q18. Do consumers shipping noncommercial gifts need to eFile?
EN: No. Noncommercial consumer-to-consumer shipments, such as gifts, are not required to eFile certificates.
中文：个人给个人的非商业礼品，不要求 eFile 证书。承运人或 broker 可以按 CPSC 指引发 Disclaim Message Set，但不是强制。
Q19. Does eFiling apply to used or resold products?
EN: Regulated finished consumer products distributed in commerce generally must comply, including overstock being resold. One-of-a-kind products not intended for retail sale may use disclaim A.
中文：库存转售、尾货转售不天然豁免。关键看是否是受监管、进入商业流通的 finished consumer product。孤品、非零售目的的特殊产品可能走 disclaim A，具体仍要看产品和申报场景。
Q20. Are Disclaim PGA Message Sets required?
EN: No. Disclaim PGA Message Sets are not required, but CPSC encourages them where appropriate because they may help improve risk score.
中文：Disclaim 不是强制项，但合适时主动说明“为什么不需要证书”，比让系统和审查人员猜要好。对 broker 来说，这也是降低解释成本的资料。
Q21. Where can HTS, citation and testing exclusion codes be found?
EN: CPSC points users to its Document Library, Regulatory Robot, Small Business Ombudsman, CBP and trade partners. The lists are guidance, not all-inclusive.
中文：不要只靠一张网上流传的 HTS 表。CPSC 明确说 Document Library 里的 HTS、citation、testing exclusion code 清单不是穷尽清单。产品归类仍要结合 CBP、报关行和贸易伙伴确认。
Q22. Will CPSC flag HTS codes during voluntary stage and after full implementation?
EN: CPSC will not flag HTS codes for CPSC data review during the voluntary stage, but will flag them upon full implementation.
中文：自愿阶段不会因为 HTS 被 CPSC 标记做数据 review。正式实施后会标记。这意味着 HTS、产品描述和证书数据要尽早统一起来。
Q23. How will trade be notified of HTS updates?
EN: CPSC does not notify the trade of HTS updates and advises checking the USITC HTS website.
中文：CPSC 不会逐个通知 HTS 更新。客户和报关团队要自己查 USITC HTS。货代转述时别写“CPSC 会通知”，这句话是反的。
05Product Registry 里的权限、批量上传和支持
Q24. Can Product Registry users control visibility of reusable trade party details?
EN: Yes. Business Account Administrators can enable Trade Party Privacy when creating a Product Collection, but it cannot be toggled later.
中文：Trade Party Privacy 要在创建 Product Collection 时就想好。开启后，制造商、实验室、联系人等 trade party 数据只对特定 collection 角色可见；创建后不能再开关。
Q25. Is bulk upload available?
EN: Yes. Product Registry supports CSV bulk upload and API integration. CPSC provides templates, a CSV user guide and API specifications in its Document Library.
中文：SKU 多的客户不要靠人工一条条填。可以走 CSV 批量上传或 API 集成。货代如果只是中间协调，至少要提醒客户提前做数据字段映射。
Q26. What is the benefit of participating in the voluntary stage?
EN: It helps importers and trade partners learn, test systems, assess readiness and ramp up before full implementation.
中文：自愿阶段最值钱的不是“抢先报一票”，而是把内部资料链跑通：产品证书谁维护，Product ID 用哪套，broker 收哪三个 identifier，错了谁改。
Q27. Is there a minimum number of products required during the voluntary stage?
EN: No. Participants can eFile as many products as they choose and start small.
中文：可以从少量产品开始。建议先挑稳定 SKU、重复进口、证书资料完整的产品试跑，不要一上来拿资料最乱的客户当测试样本。
给客户的回复，可以很简单：
CPSC eFiling 不是货代临时补一个文件。请先确认产品是否需要 CPSC 证书、证书责任方是谁、Product ID 用哪套、测试报告和 SKU 是否一致。如果走 Reference PGA，请把 Certifier ID、Product ID、Version ID 给到 broker；如果走 Full PGA，请准备 7 个证书数据元素。
这件事越往后，越不是“清关行帮忙填一下”的问题。
它会变成一条可追溯的责任链：卖家给资料，IOR 承担进口责任，broker 按进口商提供的数据申报 PGA，CPSC 和 CBP 用这些数据判断风险。
