客户说意大利口罩只能由政府购买

挖金途中遇到意大利客户，自己介绍是帮拥有11000家连锁超市公司采购防护用品，并提出要佣金，数量目前是我从业生涯中最大的，内心很飘啊，目前卡在付款方式上面，我要求50%订金，50%信用证，客户要求100%信用证，我是没资金和胆量操作啊，目前没做过意大利口罩市场，客户说不能付定金的理由是现在口罩都被政府管控，公司不能进口这个，由政府统一安排付款采购，但政府只能做信用证，寻有经验的财主一起操作，有意请加dollifen.
