这样的西联汇款，你见过吗？

知道社区里大神众多，先说说的的情况，希望各位大神能帮忙。
最近遇到一个客户，ALI来的，询价我们的产品（假发），因为客户要的是高档的顺发，感觉报价偏高的，客户说他是当地一个大的供应商，价格不错，要200条，还只是样品，如果产品质量ok,他每个月估计要1500条，还问我们能不能做，没人会拒绝订单，对吧？所以和工厂简单确认后，确定能做，当时就给客户回复了。接着，客户说他要西联汇款，但是汇款条件是这样：
This is our simple condition to make us
comfortable on sample order to
gain trust and on our next order we shall
send you payment in advance
and after confirming full payment on your
account then you ship the
hairs.
We're going to make full payment for the
sample order and after i'll
forward you the transfer copies as proof of
payment sent on your
account then we shall put the (T. T)
PAYMENT on HOLD until you pack
and label samples and take them to FedEx
for verification.
We shall contact FedEx Uganda to verify the
shipment with FedEx in
your country.
After verification is completed then we shall
release payment to
reflect on your account immediately.
Please confirm if you accept our condition
and we make payment today.

客户说之所以要见单后才放款给我们，是因为他怕我们收款后不做货给他，仅仅是样品才这样，如果以后他正式下订单给我们，一定会先全部TT付款给我们，我们再备货给他。
问了Fedex,答复说货一经发出，就很难拦截。3-4天就到客户国家，到时会更加困难。就是拦截成功，退回国内，还要交进口税。200条样品，几千美金的东西，如果真砸了，我除了哭，还是哭的份儿了。
客户还说，如果你们是真的合法的供应商，这是很简单的事，为什么不行呢？就是退一步讲，你们收不到款，还是可以把货给拦截回。我甚至给客户推荐paypal（为了信任，几千美金也是拼了），可是客户一直坚持西联，可是西联有这样的条款吗？还是我仅仅是遇到了骗子，就这么简单？
