While
the tariff environment remains a very fluid situation, the aggregate
duty rate on imports from China is currently more than 100%.
Unfortunately, this has already resulted in attempts by some importers
to reduce or evade their duty obligations. This is commonly accomplished
by a shift to DDP shipping terms wherein non-resident importers
subsequently misdeclare commodities and invoice values or simply fail to
pay duties owed. Additionally, when duty rates on one country are
disproportionately increased, there is often a rise in shipments routed
through neighboring countries to falsely declare the country of origin
and evade the higher duty rates.

尽管关税环境仍在不断变化，但目前从中国进口商品的综合税率已超过
100%。不幸的是，这已经导致部分进口商试图减少或逃避其关税义务。常见手段包括：转向

While
most importers (U.S. and non-resident alike) are honest and fulfill
their obligations when importing goods into the country, we find it
necessary to take immediate steps to prevent fraudulent activity and
protect the interest of our surety program. As such, effective
immediately, Avalon will no longer provide single transaction bonds for
non-resident importers located in China (including Hong Kong and
Macau), Vietnam, Thailand, Malaysia, Laos, Indonesia, and Cambodia. We
will continue to offer new continuous bonds for non-resident importers
from these countries; however, they must be fully collateralized.

We would also like to remind you that it is critical for Customs Brokers to validate all importers they work with to prevent fraudulent activity. We
are seeing instances of new companies that form in the U.S., and while
they have a U.S. address, they have no U.S. employees, no physical
location in the country, and utilize a registered agent. This often
leads to significant bond claims and leaves the surety with no recourse
for subrogation because the importer simply vanishes.

When
an importer approaches you to purchase a bond, if you are not
comfortable and confident that they have physical infrastructure and
employees in the U.S., it is critical that you investigate their
operation and ask for the credentials of the company principals (i.e.
driver's license or passport) to validate their physical presence in the
U.S. before you write their bond.

当有进口商找你购买 Bond 时，如果你对其在美国是否有实际基础设施和员工不够放心，必须调查其经营情况，并要求公司负责人提供身份证明（如驾照或护照），以验证其在美国的实际存在，然后再为其出具 Bond。

1. 直接受影响的人群

用中国公司抬头（包括港澳）做美国进口，且之前用的是 单次 Bond（Single Entry Bond） 的，直接受影响——Avalon 即日起不再提供了。东南亚（越南、泰国、马来西亚、老挝、印尼、柬埔寨）的非居民进口商同样受影响。

2. 还能怎么办？

Avalon 没有完全关门，还提供 连续 Bond（Continuous Bond），但条件变严了——必须全额抵押。这意味着你需要拿出一笔资金做担保才能拿到 Bond，门槛大幅提高。另外也可以考虑其他担保公司，但大环境在收紧，其他公司跟进类似政策只是时间问题。

3. 背后的原因

中国对美出口综合税率已超
100%，这催生了大量逃税行为：虚报品名、低报货值、通过第三国转运虚假申报原产地。Avalon
作为担保公司，承担的是进口商不交税时替他兜底的风险——逃税的人越多，Avalon 赔得越多。所以他们选择直接「断供」高风险群体的单次 Bond。

4. 对货代同行的影响

如果你的客户之前用的是中国抬头 + 单次 Bond 走美国，现在必须换方案。要么用美国本土真实的 IOR（进口商记录号），要么做全额抵押拿连续 Bond，要么考虑其他担保公司。但不管怎么样，合规是唯一的长期出路——用假抬头、假 IOR、买断 Bond 的做法，风险越来越大。

5. 一个信号

这不只是 Avalon 一家的事。当担保公司开始「断供」，说明整个美国进口清关的合规审查正在全面收紧。做美国线的同行，不管是自己走货还是帮客户走，提前把合规做好比什么都重要。

这则通知来得突然，但其实是过去一年关税博弈的必然结果。做美国线的同行，建议尽快跟你的报关行确认 Bond 状态，提前做好应对方案。
